Zell Miller Scholarship money covering the Standard Undergraduate Tuition Amount may be granted to an eligible student obtaining a degree from a University System of Georgia (USG) or Technical College System of Georgia (TCSG) institution. According to the sum decided by the Georgia General Assembly, a qualified student pursuing a degree from a privately approved postsecondary institution may receive Zell Miller Scholarship money.

General Eligibility for Zell Miller Scholarship

To apply for the Zell Miller Scholarship candidates must have fulfilled the following eligibility requirements as given below –

Citizenship

1. As of the first day of courses of the academic term for which the Zell Miller Scholarship is requested, a student must either be a citizen of the United States, either by birth or naturalization, or an eligible noncitizen as defined by Federal Title IV Regulations. This obligation does not exempt employees of the Free Trade Area of the Americas (FTAA), their wives, or their dependents.

Georgia Residency

1. When a student completes a home study program or graduates from a USG or TCSG institution and enrolls in the Zell Miller Scholarship Program at any Tier, they must also meet the Georgia residency requirements of the Board of Regents (BOR) or State Board of TCSG for 12 consecutive months prior to the start of classes of the academic term for which the Zell Miller Scholarship is sought.
2. The Georgia Residency requirements of the BOR or State Board of TCSG must be satisfied for 24 consecutive months prior to the first day of classes of the academic term for which the Zell Miller Scholarship is applied for by any student entering the Zell MillerScholarship Program at any Tier and enrolling in a USG or TCSG institution. If the student did not satisfy these requirements at the time of high school graduation or the conclusion of the Home Study program, they must do so.
3. A student who enrols in the Zell Miller Scholarship Program at any Tier and attends a private Eligible Postsecondary Institution and satisfies the residency requirements set forth in the Georgia Residency Requirements for State Programs at Private Institutions Regulations at the time of high school graduation or the conclusion of a home study program must also satisfy these requirements for 12 consecutive months prior to the start of classes in the subsequent academic year.
4. A student who enrols in the Zell Miller Scholarship Program at any Tier and attends a private Eligible Post secondary Institution and who did not satisfy the Georgia residency requirements of the Georgia Residency Requirements for State Programs at Private Institutions Regulations at the time of high school graduation or the conclusion of a home study programme must satisfy those requirements for 24 continuous months just before the start of classes at the school.
5. For the purposes of the Zell Miller Scholarship, military personnel, their spouses, or their dependent children are considered Georgia residents if they meet the following criteria:
   • The military personnel either has Georgia listed as their official residence or is stationed there while on active service;
   • Military Personnel Out-of-State Tuition Waiver or Exemption Granted by a USG or TCSG Institution.
6. Students in the Zell Miller scholarship program are not eligible for any other out-of-state tuition waivers, excluding those for active-duty military personnel and their dependents.
7. For the purposes of the Zell Miller Scholarship, members of the Georgia National Guard shall be regarded as Georgia residents.
8. For the purposes of determining eligibility for the Zell Miller Scholarship, members of a reserve component of the United States Armed Forces who are stationed at a reserve unit in Georgia will be treated as Georgia residents.
9. Regardless of how long they have lived in Georgia, full-time members of the FTAA who are designated as based there by the US Department of State, along with their spouses and dependents, are deemed to meet the Georgia residency requirements for the HOPE Scholarship Program.

11. The Georgia Residency requirements for Zell Miller Scholarship eligibility will continue to be met by a student until such time as he or she has a break in enrollment of two or more consecutive semesters or quarters and resides outside of Georgia for 12 or more consecutive months. This assumes that the student was correctly determined to meet the Georgia Residency requirements for purposes of Zell Miller Scholarship eligibility and began receiving Zell Miller Scholarship payment.
    • After leaving Georgia, the student must re-establish Georgia residency for 12 consecutive months before regaining eligibility for the Zell Miller Scholarship.
12. When a student returns to Georgia and enrolls in an eligible postsecondary institution within 12 months of the date of their most recent enrollment in an eligible postsecondary institution after taking a break of two or more consecutive semesters or quarters and living outside Georgia for less than 12 months, they will continue to meet the Georgia residency requirements for the purposes of the Zell Miller Scholarship.
